The link is a panda playing in the snow. A friend of mine captioned it as "Taiwanese when they see half an inch of snow."

Haha, you must be joking mate. The snow we see here, the very first snow in low-rising area in the last 11 years, is not even an inch. But it's certainly enough to get the whole town cheering with joy. TV news spent the FIRST HALF of its hour news going through all those area witnessing snow, and people doing silly things in it. Facebook is also overwhelmed by friends' first-hand live-stream reporting the latest snow precipitation. All these frenzy come with this very line-- "This is the first time I see snow!!!!"

Yes, the ecstasy of first time!!! like having the first kiss, smoking the first joint, or giving birth to the first child (or maybe not...)

Taiwan doesn't normally snow, especially in low-rising area. The average temperature is between 13 (Jan) ~34 (Jul) degree Celsius. Being a mountainous island, having the largest number and density of high mountains in the world, Taiwan is certainly familiar with snow-capped mountains. But snow in low-rising area has only been a remote dream. Last time TAIPEI saw snow in Yang-Ming-Shan, a famous mountain resort at the outskirt of Taiwan, was reportedly in 2005. Today, 2016/01/24 is a magical day that makes everybody's dream come true.

We don't want to be "Chinese" like that panda in the clip, but we certainly deserves a good rolling and messing around in the snow.
